Tier Sets
The War Within Season 2 Devastation Evoker Tier Set:
- 2 Set: Your damaging spells have a chance to hit a Jackpot!, launching a Shattering Star at 3 nearby enemies at 50% effectiveness. Casting Dragonrage always hits a Jackpot!
- 4 Set: Casting Shattering Star or hitting a Jackpot! increases the damage of your next empower spell by 20%, stacking up to 2 times.
Jackpot! allows us to proc a lot of Shattering Stars during combat and even guarantees Shattering Stars when using Dragonrage. By now these Shattering Stars are affected by Eternity’s Span but not by Arcane Vigor. This means that you can proc up to 6 Shattering Stars but won’t get guaranteed Essence Bursts procs from them.
devastation evoker Best in Slot Gear
The following list isn’t exhaustive, and will focus on only listing some items to give you a rough idea where to start your gearing journey. There are only very few items that beat out every other item in their respective slot. To get a full list of possible upgrades for your character specifically, I recommend running a Droptimizer simulation for the Raids and Mythic+ Dungeons.

Trinkets
With The War Within there are a variety of trinkets that can work well for devastation. Usually you want to aim for either: 1 on-use and 1 passive trinket or 2 passive trinkets. On-use trinkets on a 2 minute cooldown work especially well since they line up with every Dragonrage cast.
To give you a baseline what trinkets are worth getting your hands on I'll list a few options below.
On-use trinkets
House of Cards - Grants a random amount of mastery. The very least you get from it increases with every use until combat is left.
Signet of the Priory - Simple stat stick with a 2 minute on use effect that buffs your highest secondary stat and also nearby allies by the same stat but a smaller number.
Passive trinkets
Eye of Kezan - By far the best passive trinket when it comes to raiding. It stacks intellect and deals damage when fully charged. Note that the buff decreases out of combat. Take that into consideration when picking this trinket.
Mug’s Moxie Jug - This one is super simple. Cast spells and gain extra crit when it procs. Works completely on it’s own and doesn’t tax any brainpower.
Embellishments
There are two major ideas when it comes to embellishments and crafting in 11.1.
The most efficient combination to go for early on is crafting a 2 handed weapon (Vagabound’s Bounding Baton, Charged Invoker) with a Darkmoon Sigil: Ascension on it. Double the bonus by crafting a Writhing Armor Binding on any low item level piece your character currently has, usually cloaks are a good slot to craft this on.
As soon as you get your hands on the BIS weapon Best-in-Slots you want to recraft both embellishments to Dawnthread Lining. Long term the best slots for this are Cloak and Bracers.
Cyrce's Circlet
Going into 11.1 this Ring will still be very powerful for quite a long time. I highly suggest everyone to run a simulation on raidbots to find out when this ring is outperformed by other options. As a guideline other rings will usually be stronger as soon as they are mythic track rings. When using Cyrce’s Circlet you want to socket it with the following gems for any kind of content.
