In Season 2 of The War Within, with the release of the Liberation of Undermine raid and Season 2 of Mythic+, we are getting a large amount of items with special effects; these are commonly referred to as cantrip items.
Some cantrip items come at the cost of stats on the item, others will have a normal stat budget and the effect is a complete bonus. The strength of the effect usually determines whether or not the item has reduced stats.
