Siren Isle is a new content hub, released in patch 11.0.7, unlike other patch content where flying was available from the moment it was released, Siren Isle will require you to wait some time and participate in the new content before you are able to take to the skies.
In Patch 11.0.7 you will unlock flying on Siren Isle by completing the quest chain for Cyrce’s Circlet over the course of 6 weeks. After which you will be able to use flying mounts on the Island, however, the only restriction being that you can’t fly when inside of the “Storm Phase”.
Cyrce’s Circlet Questline
The Questline for Cyrce’s Circlet starts with The Circlet Calls and finishes with Cyrce Would Be So Proud. Once you have completed Cyrce Would Be So Proud you gain the Wings of the Siren buff which lets you fly around the Siren Isle.
Each week you will unlock a new ability or interaction on the Siren Isle. The table below breaks them down, so you can track your progress through the 6 weeks of quests.

4 - Unleashing Her Power | 651 | Unlocks Cyrce's Zephyr, which will give you a chance to proc all gems avaliable for Cyrce's Circlet while on Siren Isle |
5 - The Singing Bandit Catcher | 655 | Unlocks Thieves of the Siren, allowing you to find Invisible enemies on Siren Isle |
6 - Cyrce Would be so Proud | 658 | Unlock Wings of the Siren, allowing flying on Siren Isle |
Storm Phase
The storm is a phased version of Siren Isle with a lot of deadly elite mobs and unique quests and rares not found in the regular phase.
There is no flying available during the Storm phase, so you will need to rely on ground mounts and some of the Siren Isle special transport vehicles and items that are available to get around the Island.
Special Transportation
Until you are able to fly on Siren Isle, you can still find a few convenient movement improvements in the form of an Experimental Go-Pack, an item that jumps you into the air and then lets you glide down afterwards, and Experimental Goblin Waveshredder, a vehicle you can control that lasts for 30 seconds and moves at significant speed.
