Radiant Emblem of Service are rewarded from completing the Nightfall Scenario in Patch 11.1.5. There are several vendors that will sell a variety of items, including catch up gear, powerful cantrip items and a unique white transmog version of the Arathi Sets.
Where to Obtain Radiant Emblem of Service
The Radiant Emblems of Service can be obtained from completing the weekly quest, The Flame Burns Eternal. To complete this quest you simply need to participate in the Nightfall event by assisting in killing the boss at the end.
This quest is not Warbound, meaning you can complete it as many times as you want with different alts.
You can pick up this quest from Mylton Wydbraun, who is located on the west side of Hallowfall, just outside Mereldar.

Once you have completed the quest you will be rewarded with 25 Valorstones, 15 Carved Undermine Crest and a Radiant Service Satchel which contains 25 Valorstones, 900 Resonance Crystals and 1 Radiant Emblem of Service.
